SECTION I
AUTHORITY

Pursuant to the authority granted by Sections 51.201 et seq., 54.005, and 65.01 et seq. of Title 3 of the Texas Education Code, the Board of Regents of the U.T. System promulgated Parking and Traffic Regulations to regulate and control parking and traffic and the use of parking facilities, to provide for the issuance of parking permits, and to provide for jurisdiction over offenses.

These regulations and procedures are applicable to any person who walks or drives and parks a motor vehicle or bicycle on the property of U.T. System Administration. These rules and regulations are supplementary to the ordinances of the City of Austin and the statutes of the State of Texas that govern pedestrians and the use of motor vehicles and bicycles.

Operating a motor vehicle or bicycle on U.T. System Administration property is a PRIVILEGE granted by U.T. System Administration and is not an inherent right of any staff member. All staff that have motor vehicles in their possession or control for use, operation or parking in the U.T. System Administration complex must obtain a parking permit from Accounting and Purchasing Services.  Purchasing a parking permit does not guarantee a parking place within U.T. System Administration parking facilities, except for reserved space permits.

U.T. System Administration is not responsible for fire, theft, or damage to or loss of vehicles parked or operated in the U.T. System Administration parking facilities. No bailment is created by granting of any parking or operating privileges regarding a vehicle on any property owned, leased or otherwise controlled by the University.
