Section V
PARKING PERMITS

A. PERMITS REQUIRED FOR ACCESS & PARKING:
A parking permit will be issued upon application and payment of the parking fee to Accounting and Purchasing Services. An application returned with the payroll deduction authorization portion signed by the employee will be considered as payment.

Preference for garages will be assigned based on UT System Administration seniority only.  APS is responsible for ensuring the garages are assigned in a manner that best distributes the load in each garage.

With the exception of “0” and “EX” permits, only one permit will be issued per employee.  Employees may park only one vehicle in System Administration garages at any given time.

B. DISPLAY OF PERMITS:
Parking permits must be properly displayed on the vehicle.  Permits should be hung where they are clearly visible from the interior rearview mirror. Failure to follow instructions concerning displaying the permit will result in citations being issued.

FEE FOR VAN/CAR POOL PARTICIPANTS:
As an incentive for employees to carpool, (defined as at least three System Administration employee participants) reduced rates and a reserved parking space are offered as follows:

  1. each participant will pay one half their normal fee;
  2. one regular parking permit will be issued for the primary vehicle; and
  3. each participant will receive a “carpool participant” parking permit.

An employee may not use the “carpool participant” permit more than six times per month.
The primary vehicle will be assigned a “reserved” parking space.  The garage assignment for each “carpool participant” will be based on the employee’s seniority.

Arrangements for carpool parking must be made through Accounting and Purchasing Services.  Documented abuse is ground for revocation of all privileges.

A list of employees in the carpool must be provided and kept current in order to receive the permit and discount.

D. DISABLED PERMITS
Per Federal and State requirements disabled parking will be assigned reserved spaces based on needs.  Requests should be made through the Office of Employee Services and Operations and Support Services.

E. TEMPORARY DISABILITY PARKING
In the event an employee is temporarily incapacitated and requires limited accommodation, the employee must submit to the Assistant Vice Chancellor for Operations and Support Services a request with a statement from their treating physician that clearly states the restriction and time period the restriction should be observed.

F. SURRENDERING OF PERMITS
Permits shall be surrendered:

  1. when association with U.T. System Administration is terminated;
  2. when a replacement permit has been issued to take the place of a previously issued permit; or
  3. upon expiration or revocation of the permit (Section VI).

G. PAYMENT OF FEES
When an application is made for a permit, the fee charged will be for a complete year or will be prorated for the remainder of the permit year.   Payment of the fee, or execution of a payroll deduction authorization, must be made before the permit will be issued.

REPLACEMENT CHARGES:
There will be a $5.00 charge to replace a lost or damaged permit, however, permits that became unusable due to normal wear and tear will be replaced at no charge.

REFUNDS:
A request for refund will not be honored unless the permit has been surrendered and the request is filed with Accounting and Purchasing Services within the fiscal year in which payment for the permit was made.

The refund will be based on the number of full months remaining in the permit year. A request for a refund will not be honored when a person's privilege to park has been suspended nor if outstanding charges or other debts remain unpaid.
