The University of Texas System Administration is a HIPAA Covered Entity that has designated itself a “Hybrid Entity” for purposes of Title 2 of the Health Insurance Portability and Accountability Act of 1996, Public Law 104-191, of 1996 as amended by the Health Information Technology for Economic and Clinical Health (HITECH) Act and the Privacy and Security Regulations at 45 CFR §§ 160 and 164 (hereinafter collectively, “HIPAA”). 45 CFR § 164.530(a)(1) requires a Covered Entity to designate a privacy official who is responsible for the development and implementation of the HIPAA policies and procedures of the entity.
