RSA By-Laws

Mission

The Radiation Safety Advisory Group (RSAG) mission is to provide expert advice and recommendations to The University of Texas System (UT System) Environmental Health and Safety Advisory Committee (EHSAC) in support of the development and implementation of appropriate programs in furtherance of the UT System Environmental Policy Statement and to serve as the mechanism for the free exchange of information and cooperation among Institutions and various offices of the UT System with regard to non-ionizing and ionizing radiation safety issues. The RSAG will support and facilitate cooperative efforts related to non-ionizing and ionizing radiation safety that are of benefit to the Institutions and the UT System. These activities, which aim to maintain a compliant and safe place for healthcare and higher education work, include sharing regulatory compliance strategies, vendor contracting, collaboration on radiation worker training programs, and assurance that ionizing radiation exposures are at levels that are As Low As Reasonably Achievable (ALARA).

By-Laws

Article I- Office

The principal office shall be located at an address to be designated by the members and may be the office of the Chair.

Article II- Members

Each Institution will be represented on the RSAG by their Radiation Safety Officer(s), Associate Radiation Safety Officer(s), Laser Safety Officer(s), Reactor Health Physicist or their designees. Membership will include any Radiation Safety Officer or Laser Safety Officer identified on a license or registration issued by the Texas Department of State Health Services and the Health Physicist for USNRC License R-129.  

Article III- Meetings of Members
Section I- Regular Meetings

The RSAG will meet at least two times each academic year at the call of the Chair. When possible, meetings will be scheduled in conjunction with meetings of a chapter of the Health Physics Society, the UT System, or other appropriate professional organization active in the state. Meetings may be held by electronic means or in person.

Section II- Emergency Meetings

In case of the need for an emergency meeting, the Chair may call a meeting at any time. The Chair of EHSAC will be notified at the time the RSAG members are notified.

Section III- Quorum

A constituted quorum shall be declared if two-thirds of the Institutional members are represented by electronic means or in person. If a quorum is not present at any meeting, a majority of the members present may adjourn the meeting without further notice.

Article IV- Officers
Section I- Officers

The officers shall be a Chair and Chair-elect. The Chair-elect shall also serve as the Vice-Chair and Recording Secretary. The selection of the Chair and Chair-elect shall be presented by the UT System representative to the EHSAC for approval.

Section II- Election, Term and Vacancies

The officers shall be elected by a quorum of the members before the end of the applicable academic year. Elections may be held at meetings or by electronic means. The officers shall hold office for a term of two years. An officer may only serve two consecutive terms in the same office. In the event the Chair position is vacated, the Vice-Chair will immediately occupy the position. A new Chair-elect shall be elected before or at the next meeting.

Section III- Chair

The Chair shall supervise and control all of the business affairs and property of the group. The Chair shall preside at all meetings of the members and appoint all Chairs of committees, except the nominating committee. The Chair shall be a member of all committees except the nominating committee. The Chair of the RSAG shall report to the Chair of the EHSAC.

Section IV- Vice-Chair (Chair-elect)

The Vice-Chair shall record all the proceedings of the members meetings and present the minutes of those meetings within a timely manner to the membership. In the absence of the Chair or in the event of an inability or refusal to act, the Vice-Chair shall perform the duties of the Chair.

Article V- Standing Committees

The RSAG Chair shall appoint the Chairs of the standing committees for a term of two years.

  3. Regulatory Issues
  4. Non-ionizing Radiation Programs
  5. Technology/Instrumentation
  6. Program/Speakers
  7. Nominating

The membership shall appoint non-standing committees as needed.

Article VI- Rules of Order

All proceedings of the RSAG shall be governed by Robert’s Rules of Order except when in conflict with these By-Laws.

Article VII- Amendments

The membership shall have the power to amend these By-Laws. Each proposed amendment of these By-Laws shall be approved by the affirmative vote of two-thirds of the RSAG membership at any meeting called for this purpose or by electronic means.
