Jessica Witte

Associate General Counsel

Jessica Witte is a higher ed and state agency generalist, providing legal advice on a broad range of issues, including employment, civil rights, student and faculty affairs, compliance with federal and state higher ed laws and regulations, and litigation. Before joining OGC, Ms. Witte served as an Administrative Law Judge and Mediator at the Texas State Office of Administrative Hearings. Prior to that, she worked in private practice representing school districts, colleges, and universities across Texas. She litigated, counseled, and provided training for educational institutions on a wide range of topics, including Title IX, student conduct, employment, and special education and disability legal issues. She also previously worked at a large law firm in New York City doing employment defense, commercial litigation, and white-collar criminal defense.

Ms. Witte completed post-graduate clerkships for Justice Debra Lehrmann at the Supreme Court of Texas and the Honorable Scott Hacker, Magistrate Judge for the Southern District of Texas. She graduated from the University of Pennsylvania Law School and served on the University of Pennsylvania Law Review. Before law school, she was an elementary school teacher in New York City through Teach for America. She holds a master’s degree in teaching from Pace University and bachelor’s degrees in journalism and political science from the University of Missouri.
