About the System Administration Compliance Office
The System Administration Compliance Officer is David Givens who coordinates the System Administration Compliance Program. Efforts of the Compliance Program are overseen by the Systemwide Executive Compliance Committee comprised of the Chancellor, the Executive Vice Chancellors and the Vice Chancellor and General Counsel.
Compliance is knowing what to do and doing what is right. System Administration is committed to the highest ethical standards and compliance with all applicable laws, rules, and regulations governing higher education.
The purpose of the System Administration Compliance Program (SACP) is to promote and support a working environment which reflects UT System’s commitment to maintaining the highest level of integrity and ethical standards in the conduct of its operations. To that end, the SACP provides support to the various System Administration departments as they work to promote a culture of ethical behavior and compliance with all applicable laws, rules, regulations, policies and procedures governing their area.
Each employee is expected to perform his or her duties in compliance with applicable laws, rules, regulations, policies, and procedures.
Employees are provided general and specialized training to carry out their responsibilities, as well as an employee Standard of Conduct Guide and access to the policy library that includes UT System and System Administration policies.

- Provides System Administration employees a clear understanding of expected workplace behavior
- Includes resources to help resolve potential questions regarding appropriate conduct
- Includes references to the applicable law, rule, policy, regulation, or procedure
What Training do I receive?
General compliance training is provided to all System Administration employees and covers topics included in the Standards of Conduct Guide, such as Information Resources Compliance, Equal Opportunity, Harassment Prevention, Drug- Free and Weapon- Limited Training, Ethics, Workplace Health and Safety, Fraud Awareness, and the Texas Public Information Act.
What policies apply to me?
The University of Texas System operates under several sets of rules and regulations, including the Rules and Regulations of the Board of Regents, UT Systemwide Policies (UTS Policies), and applicable state and federal laws. System Administration is also governed by a Handbook of Operating Procedures (HOP).
The Regents' Rules and Regulations, found here, are the official repository of policies and procedures established for UT System by the Board of Regents. The UTS and HOP policies are approved by the Chancellor.
What is a good rule of thumb for decision making?
When faced with a compliance or ethical decision, ask yourself:
• What is the law, rule, regulation, policy or procedure governing this decision?
• Am I being fair and honest?
• Does it feel like the right thing to do?
• How would it look in the newspaper?
If you know it's wrong, Don't Do It!
What should I do if I suspect noncompliance at System Administration?
Employees are encouraged to address compliance concerns through their institution's normal administrative channels. However, there is also a compliance hotline available for employees to report suspected wrongdoing in a manner that preserves anonymity and assures non-retaliation.
